PFSO
Each port facility must have a port facility security officer. The PFSO is a person who is designated as the Port Facility Security Officer for one or more port facilities.
The Duties and Responsibilities of a Port Facility Security Officer include, (but are not limited to):
- Conducting a security investigation to complete an initial port facility, taking into account the relevant port facility security assessment;
- Ensure the development and maintenance of the port facility security plan;
- Implementation and operation of the port facility security plan;
- Carry out periodic security inspections of the port facility to ensure that adequate security measures are maintained;
- Recommending and incorporating, as appropriate, changes to the port facility security plan in order to correct deficiencies and update the plan to take into account relevant changes to the port facility;
- Increase security awareness and vigilance of port facility personnel;
- Ensure adequate training for personnel responsible for port facility security;
- Reporting to the competent authorities and keeping records of events that threaten the security of the port facility;
- Coordinate the implementation of the port facility security plan with the relevant Company and ship security officers;
- Coordinate with the security services, as appropriate; ensure compliance with standards for personnel responsible for port facility security;
- Ensure that security equipment is properly used, tested, calibrated and maintained, if any, and assist ship security officers in confirming the identity of those attempting to board the ship when required.
The Port Facility Security Officer shall be provided with the necessary support to fulfil the duties and responsibilities imposed by chapter XI-2 and this part of the Code.
